European Watchdog Plans to Observe Russian Presidential Poll ... to establish closer legal ties with the two breakaway regions of Abkhazia and South Ossetia. Following a meeting of the Georgian government's security council in the capital, Tbilisi, Foreign Minister David Bakradze said Moscow was seeking to legitimise a process of annexing the two regions.
This comes after Russian President Vladimir Putin ordered his government to recognise businesses and organisations registered under local law in the two regions, and to look into providing consular services to Russian nationals there. Observers say the move is as retaliation for Georgian efforts to join NATO.
