World Bank's Zoellick Warns of New European Protectionism ... elections. Blanca Ovelar said that opposition candidate and former Catholic bishop Fernando Lugo had built an unassailable lead and that the outcome was irreversible. Partial official results from over three quarters of the polling stations showed Lugo leading by 9.5 percentage points. The former bishop heads a centre-left coalition called the Patriotic Alliance for Change. He's vowed to tackle inequality and widespread corruption. The elections are being monitored by 70 representatives of the Organisation of American States. Outgoing President Nicanor Duarte cannot constitutionally seek re-election.
