Merkel calls on Russia ratify human rights reforms ... who try to influence EU institutions. Lobbyists will be asked to disclose basic information about their money and motives in a public register.
The bill also calls for a code of conduct and sanctions for those who flaunt it. Until now the European Parliament has had a voluntary register for lobbyists, but this has not applied to the EU's executive, the European Commission, or the council which brings together the EU's national leaders.
