UN report says Russia shot down Georgian spy plane ... bombed the Georgian port city of Poti and a military base near the capital, Tbilisi. Hundreds of civilians are reported to have been killed in the fighting, with thousands of others forced to flee their homes. Georgian President Mikhail Saakashvili has announced plans to impose martial law. Heavy fighting broke out on Friday when Georgian troops moved to try to take control of the South Ossetian capital, Tskhinvali. The European Union, the Organisation for Security and Cooperation in Europe and the United States are planning to send a joint delegation to the region to seek an immediate ceasefire.
