The United Nations Security Countil has concluded a third emergency session in response to the fighting between Russia and Georgia without agreeing on the wording of a joint statement on the crisis. Russian UN ambassador Vitali Churkin told a press conference in New York that only a complete withdrawal of Georgian troops from South Ossetia could stop the violence.
